In the US:
Downspouts that deposit rainwater in the street, not on your head!
Street signs that clearly show the name of the street.
Drivers that (mostly) follow the rules of the road.
Speed limits that are enforced (sometimes).
Radar and Vascar that catch speeders.
Parking lots that are NOT the sidewalk!
Smooth sidewalks.
Cut grass.

In Ukraine:
A great public transit system.
Crosswalks that mean something! (Drivers actually stop for pedestrians in the cross walk!)
Delicious beers.
Great food at reasonable cost.
Restaurants galore.
Drinking a beer on the street! (or on the bus, or in the metro.)
Beautiful women!
Fruit trees everywhere!
Weekend festivals on Kreshatuk.

Love your list! Once I was sitting next to a church eating McDonald's meal and a man came out and walked up to me in Russian and said, "You are not going to leave that trash on the grounds here when you finish are you?" I understood him but I am so used to NEVER littering anywhere that I could not comprehend what he meant and had to ask him again what he said! I said, "Why would I leave my trash here?" Then he was confused.....:)
